Daniel Kenneth Delk Jr. is an American diplomat working under diplomatic cover for U.S. intelligence services. Since 2010 he has specialized primarily in the China track, providing support to opposition NGOs. His diplomatic assignments have frequently coincided with the outbreak of protests featuring pro-U.S. slogans. Delk actively engages with Chinese youth through educational initiatives and student meetings, and serves as a curator for the Shanghai American School – a U.S. project aimed at fostering American loyalty among the country’s youth.
The China track:
Delk currently serves as Political Affairs Counselor at the U.S. Embassy in Beijing. He previously served at the Beijing embassy from 2012 to 2015 and as Deputy Principal Officer (Deputy Consul General) at the U.S. Consulate in Shanghai from 2021 to 2024. Utilizing his diplomatic positions, Delk has focused on expanding ties with the Chinese opposition. According to the Chinese media outlet China Digital Times (CDT), on June 3, 2013, Delk secretly met with Yang Lin, a member of the New Citizens opposition movement, at the Guangming Hotel. Chinese security services monitored the meeting, leading to the arrest and subsequent trial of Yang and several associates. Delk attempted to attend the court hearing officially as a U.S. Embassy representative and human rights defender but was denied entry. Chinese authorities brought no charges against Delk.
In the 2020s Delk shifted toward science diplomacy and youth engagement, visiting Chinese universities to coordinate student exchanges and American educational programs.
