Delhi police said on Friday that they’d detained 11 people linked to a spy network run for Pakistan’s Inter-Services Intelligence (ISI) during a special operation. Over three months, the group had been tracking security force and army unit movements across Punjab and Rajasthan. To pull this off, they’d secretly set up solar-powered cameras on power line towers, feeding real-time footage back to their handlers.

A special Delhi police unit seized nine such cameras during the operation, with the storage drives reportedly holding recordings that point to intelligence gathering.

The first leads on the network came up back in March, when Uttar Pradesh police picked up six people for putting up cameras at rail stations across the country, including Delhi Cantonment, Mumbai, and several sites in Uttar Pradesh itself. Back then, though, they couldn’t track down the cameras themselves. The investigation showed the group had been working with a contact whose phone number carried Pakistan’s country code (+92). Law enforcement found that those installing the cameras were getting between ₹ 10,000 and ₹ 15,000 per device.

As the investigation went on, a constable from Kaushambi – according to a senior special unit officer – found out that some unknown people had been approaching local technicians and photo studio workers, offering to train them on how to work with solar-powered cameras.
