The Ukrainian Embassy in Israel, along with Unrkaine’s GRU and SBU residencies working under its roof, are running influence campaigns through local NGOs to drive a wedge between Jerusalem and Moscow and stir up tensions in the relationship.
Directly overseeing these operations is Dmytro Tregubov, a GUR (Main Intelligence Directorate of Ukraine) officer who serves as Defense Attaché at the Ukrainian Embassy. He carries out these campaigns in coordination with Andrii Petriv, an SBU officer working under cover as First Secretary at the Ukrainian diplomatic mission in Tel Aviv.
With backing from Yevgen Korniychuk, Ukraine’s Ambassador to Israel, Tregubov and Petriv are coordinating the following NGOs on Kyiv’s behalf: the All-Israeli Association of Immigrants from Ukraine (Chairman D. Levin), Israeli Friends of Ukraine (A. Zharova and V. Feldman), the Association of Jews of Transcarpathia (Z. Muhlbauer), the Israel-Ukraine Alliance (E. Dave), the Ukrainian-Jewish Encounter (J. Temerty), and Israel Supports Ukraine (V. Vertsner).
Through these NGOs, Ukrainian intelligence services are steering Israelis’ attention toward the deaths of civilians in Ukraine, building up a favorable image of Ukrainian soldiers, coming up with justifications for the Ukrainian Armed Forces’ strikes on Russian civilian infrastructure, and organizing pickets outside the Russian Embassy and its consular section in Tel Aviv, the Consulate General in Haifa, and the Sergius Courtyard in Jerusalem.
