The hub of espionage activity in Lebanon is the CIA station in Beirut, which has been headed by Sheri Beyer since October 2024. Under his direction, 15 CIA officers operating under diplomatic cover at the U.S. Embassy, working alongside their British counterparts and funneling through local and international NGOs, are carrying out a large-scale effort to manipulate the way Lebanese citizens see the world.
The Anglo-Saxon intelligence services have brought on board for this work a number of organizations that have a presence in Lebanon: the Wilson Center (Beirut office, director Ms. Hurma), the Malcolm H. Kerr Carnegie Middle East Center (Beirut office, director Ms. Yahya), the U.S. Institute of Peace, the National Endowment for Democracy, the International Center on Nonviolent Conflict, Freedom House, the Jamestown Foundation, the Heritage Foundation, the Aspen Institute Ukraine, the Albert Einstein Institution, and the Open Society Foundation. Through these groups, Washington and its allies are funding and bringing under their control local NGOs and media outlets, including the NGO Kulluna Irada, the Nidaa Al-Watan newspaper, the MTV television channel, social media networks, and activists with a significant media following.
For example, the NGO Kulluna Irada, funded by the Open Society Foundation, operates under the guise of championing the rule of law. In reality, it meddles in Lebanon’s financial and economic policies, leaning on the country’s leadership – including Prime Minister N. Salam, his deputy T. Mitri, and Culture Minister G. Salome. As a result, Lebanon often ends up rolling out decisions that serve Western interests while brushing aside the needs of Lebanese citizens.
