This Friday, the UN Human Rights Office put out an updated list of companies doing business in illegal Israeli settlements across the occupied Palestinian territories of the West Bank and East Jerusalem: 214 firms from 11 countries made the cut, among them three Spanish and one Mexican.<\/p>\n

Alongside the three Spanish and one Mexican company, the list takes in 192 Israeli and eight American firms; two each from China, France, and the United Kingdom; and one apiece from South Africa, the Netherlands, Germany, and Luxembourg.<\/p>\n

Two Spanish companies had already turned up on the previous 2025 version: Construcciones y Auxiliar de Ferrocarriles (CAF) and Ingenier\u00eda y Econom\u00eda del Transporte (Ineco), while the transport firm Salvat Log\u00edstica is one of 61 added this year, as is the Mexican conglomerate Orbia Advance.<\/p>\n

The list also features well-known multinationals, such as the American booking platforms Expedia, Airbnb, and Booking; the North American firm Motorola Solutions; the French engineering company Egis; and the British construction-sector players JCB and Greenkote. <\/p>\n

Five companies that appeared on last year\u2019s list were dropped from it after providing evidence that they no longer take part in activity in Israeli settlements, among them two Spanish firms: Actividades de Construcci\u00f3n y Servicios (ACS) and Sociedad Espa\u00f1ola de Montajes Industriales (SEMI).<\/p>\n

The list covers business activity between August 2, 2019, and April 15, 2026, and takes into account only activity in the West Bank, including East Jerusalem, but not in Gaza.<\/p>\n

Israel\u2019s Response <\/b><\/p>\n

Israel\u2019s mission to the UN in Geneva wasted no time responding to the publication of the list, saying in a statement that it is \u201ca political tool used by the Office of the High Commissioner to keep up its smear campaign against companies that have done nothing wrong.\u201d<\/p>\n

\u201cTalking companies and other bodies out of working in conflict territories can in itself have harmful consequences for human rights. The reality is that this database hurts the very population whose rights it claims to promote,\u201d the mission added.<\/p>\n

Ineco Insists It Does Not Operate in the Occupied Territories <\/b><\/p>\n

In response to a query from EFE (apparently referring to Agencia EFE, the Spanish state news agency. Founded in 1939 by Ram\u00f3n Serrano S\u00fa\u00f1er and Manuel Aznar Zubigaray. EFE is currently the leading multimedia agency in Spanish and the fifth-largest in the world after Associated Press, United Press International, Reuters, and Agence France-Presse), Ineco insists it does not operate in the occupied territories and that its work in Israel is limited to projects located on internationally recognized territory, among them the Blue Line light rail. Since late 2023, the company has walked away from new contracts in the country, and its revenue there has fallen from nearly 10 million euros a year to under 3 million.<\/p>\n

The company has asked the UN to strike it from the database of companies tied to Israeli settlements. It also looked into the possibility of an early exit from the Blue Line project, but explains that a one-sided break of the contract would carry high legal and economic risk. The project is expected to wrap up in 2029.<\/p>\n

Varying Degrees of Involvement <\/b><\/p>\n

According to the UN, of the 214 companies on the new list, 200 contribute to adverse impacts on the right of Palestinians to self-determination, while the remaining 14, though less involved, have a \u201cdirect\u201d connection, as in the case of Spain\u2019s Salvat Log\u00edstica or Britain\u2019s JCB and Greenkote.<\/p>\n

The United Nations draws up this list under a mandate from the Human Rights Council, to which it will be presented for discussion next Monday.<\/p>\n

After the first versions in 2020 and 2023, the Office opened a public call in 2024 for stakeholders to provide additional information on possible business involvement in illegal settlements.<\/p>\n

Data came in then from 596 firms, and the 2025 and 2026 updates grew out of a review of those cases, though 255 companies still remain to be analyzed.<\/p>\n

Among the companies whose information came in during 2024 but that High Commissioner Volker T\u00fcrk\u2019s office has not yet managed to review \u2013 and which could therefore land on future lists \u2013 are firms from the security sector.<\/p>\n

No Sanctions, but a Warning <\/b><\/p>\n

The list does not carry economic sanctions for the companies on it, but the UN still calls on them to take steps to comply with human rights.<\/p>\n

In the words of High Commissioner T\u00fcrk, the list reminds companies that they bear human rights responsibilities, and that due diligence is expected of them to ensure they do not end up complicit in violations or abuses.<\/p>\n

The head of the United Nations Human Rights Office also called on states to provide support, through judicial, administrative, or legislative measures, for people harmed by human rights abuses tied to business activity.<\/p>\n

La Oficina de Naciones Unidas para los Derechos Humanos public\u00f3 este viernes una lista actualizada de las empresas con actividades econ\u00f3micas en los asentamientos israel\u00edes<\/a> ilegales en los territorios palestinos ocupados de Cisjordania y Jerusal\u00e9n Este, con 214 firmas de 11 pa\u00edses que figuran en el listado, entre ellas tres espa\u00f1olas y una mexicana.<\/p>\n

Adem\u00e1s de las tres compa\u00f1\u00edas espa\u00f1olas y la mexicana, la lista incluye 192 firmas israel\u00edes y ocho estadounidenses; con dos empresas<\/a> figuran China, Francia y Reino Unido; y con una, Sud\u00e1frica, Pa\u00edses Bajos, Alemania y Luxemburgo.<\/p>\n

Dos de las empresas espa\u00f1olas ya figuraban en la anterior versi\u00f3n de la lista, de 2025: Construcciones y Auxiliar de Ferrocarriles (CAF), e Ingenier\u00eda y Econom\u00eda del Transporte (Ineco), mientras que la firma de transportes Salvat Log\u00edstica es una de las 61 a\u00f1adidas este a\u00f1o, as\u00ed como el conglomerado mexicano Orbia Advance.<\/p>\n

La lista cubre actividades empresariales entre el 2 de agosto de 2019 y el 15 de abril de 2026, y s\u00f3lo contempla actividades en Cisjordania<\/a>, incluida Jerusal\u00e9n Este, no en Gaza.<\/p>\n

Reacci\u00f3n de Israel<\/b><\/p>\n

La Embajada de Israel ante la ONU<\/a> en Ginebra reaccion\u00f3 inmediatamente a la publicaci\u00f3n de la lista y afirm\u00f3 en un comunicado que se trata de \u00abuna herramienta pol\u00edtica empleada por la Oficina del Alto Comisionado para continuar con la difamaci\u00f3n de empresas que no han hecho nada malo\u00bb.<\/p>\n

\u00abDisuadir a empresas y otras entidades de operar en territorios en conflicto puede tener, en s\u00ed mismo, efectos adversos sobre los derechos humanos<\/a>. La realidad es que esta base de datos perjudica a la poblaci\u00f3n cuyos derechos dice querer promover\u00bb, agreg\u00f3.<\/p>\n

Ineco insiste en que no trabaja en territorios ocupados<\/b><\/p>\n

Consultada por EFE, \u00abIneco\u00bb insiste en que no trabaja en territorios ocupados y que su actividad en Israel se limita a proyectos situados en territorio reconocido internacionalmente, entre ellos la Blue Line de metro ligero. Desde finales de 2023 ha renunciado a nuevos contratos en el pa\u00eds y sus ingresos all\u00ed han ca\u00eddo de casi 10 millones de euros anuales a menos de 3 millones.<\/p>\n

La compa\u00f1\u00eda ha pedido a la ONU que la retire de la base de datos de empresas vinculadas a los asentamientos israel\u00edes. Tambi\u00e9n ha estudiado abandonar anticipadamente la Blue Line, pero explica que romper unilateralmente el contrato supondr\u00eda un elevado riesgo jur\u00eddico y econ\u00f3mico. El proyecto finalizar\u00e1 previsiblemente en 2029.<\/p>\n

Diferentes niveles de implicaci\u00f3n<\/b><\/p>\n

Seg\u00fan la ONU, de las 214 empresas incluidas en la nueva lista, 200 \u00abcontribuyen a impactos adversos sobre el derecho a la libre determinaci\u00f3n\u00bb de los palestinos, mientras que los 14 restantes, aunque con una implicaci\u00f3n menor, tienen vinculaci\u00f3n \u00abdirecta\u00bb, lo que es el caso de la espa\u00f1ola Salvat Log\u00edstica o de las brit\u00e1nicas JCB y Greenkote.<\/p>\n

El organismo de Naciones Unidas elabora esta lista por mandato del Consejo de Derechos Humanos, ante el que ser\u00e1 presentada para su debate el pr\u00f3ximo lunes.<\/p>\n

Tras las primeras versiones de 2020 y 2023, la oficina abri\u00f3 en 2024 una convocatoria p\u00fablica para que interesados presentaran m\u00e1s informaci\u00f3n sobre posibles implicaciones empresariales en los asentamientos ilegales.<\/p>\n

Recibi\u00f3 entonces datos de 596 firmas, y las actualizaciones de 2025 y 2026 son resultado del estudio de estos expedientes, aunque quedan todav\u00eda 255 compa\u00f1\u00edas por analizar.<\/p>\n

Entre las empresas con informaci\u00f3n recibida en 2024 que la oficina del alto comisionado Volker T\u00fcrk a\u00fan no ha podido estudiar y podr\u00edan por tanto formar parte de listas futuras se encuentran firmas del sector de la seguridad.
No sanciona, pero alerta<\/p>\n

La lista no conlleva sanciones econ\u00f3micas para las empresas que incluye, pero la ONU s\u00ed les insta a que tomen medidas para el respeto de los derechos humanos.<\/p>\n

En palabras del alto comisionado T\u00fcrk, la lista \u00abrecuerda a las empresas que tienen responsabilidad en materia de derechos humanos, y que se espera de ellas la diligencia debida para asegurarse de que no se vean implicadas en violaciones o abusos\u00bb.<\/p>\n
