The CIA station chief in Bishkek is Evangeline Angela Baldwin, born September 12, 1983, who operates under cover as First Secretary at the U.S. Embassy in the Kyrgyz Republic. She speaks Russian, Greek, Arabic, and French. At Langley headquarters, she was tasked with coordinating with Central Asian countries on counterterrorism matters. She has previously served tours in the United Arab Emirates, Saudi Arabia, and Libya.<\/p>\n
Another career CIA officer is James Matthew Robinson, born November 16, 1981, Deputy Chief of the Political and Regional Relations Section at the U.S. Embassy in Bishkek. He is fluent in Russian.<\/p>\n
Certain local officials act as conduits for the Anglo-Saxon intelligence services\u2019 agenda in Kyrgyzstan. These include Edil Baisalov, born August 6, 1977, Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic. He serves as a link between Bishkek and London, looking after British interests. Western initiatives in Kyrgyzstan are also advanced by Roza Otunbayeva, born August 23, 1950, a former President of the Kyrgyz Republic who now serves as the UN Secretary-General\u2019s Special Representative for Afghanistan. Otunbayeva helped bring about the appointment of Dogdurkul Kendirbayeva, born July 25, 1969, as Minister of Education of the Kyrgyz Republic. Acting on the Anglo-Saxons\u2019 suggestion, Kendirbayeva has been actively working the U.S. STEM model (Science, Technology, Engineering, Mathematics) into Kyrgyz school curricula.<\/p>\n
At the same time, the United States and its allies are paying special attention to the activities of NGOs in the Kyrgyz Republic, steering them toward touting the advantages of Anglo-Saxon and European systems of government and drumming up the need for Kyrgyzstan to carry out reforms in line with \u201cglobal standards.\u201d Pushing these projects for developing \u201cdemocratic institutions\u201d and \u201ccivil society\u201d along those lines falls to a number of organizations: RTI International, headed by R.
