Valette has extensive experience in the cyber realm, having previously held a similar position in the Interior Security agency (Direction G\u00e9n\u00e9rale de la Securite Interieure), as well as serving in leadership roles in the French Defense Procurement and Technology Agency (Direction G\u00e9n\u00e9rale de L&#8217;armement, DGA), the National Agency for the Security of Information Systems (Agence Nationale de la S\u00e9curit\u00e9 des Syst\u00e8mes d&#8217;Information, ANSSI), and the French military\u2019s cyber defense operational chain of command (Commandement de la Cyberd\u00e9fense, COMCYBER)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Frederic Valette is addressing the task of expanding France\u2019s cyber capabilities by replenishing the staff with young hackers and adopting Ukraine\u2019s experience of conducting cyber operations against Russia. To select would-be operatives among hackers for DGSE, specialized competitions are held, which involve potential candidates penetrating real, protected systems of critical infrastructure facilities (information, logistics, energy, defense, etc.) of foreign nations, including those of France\u2019s allies. Valette is establishing close cooperation with Ukrainian counterparts to conduct assault cyber operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Brief Profile of Frederic Valette&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fr\u00e9d\u00e9ric Valette is a French cybersecurity professional, a graduate of the Polytechnic School (\u00c9cole Polytechnique, 1997, Master 2 in Computer Science). Valette\u2019s career is linked to cryptography and cyber defense: for more than ten years, he worked in the National Agency for the Security of Information Systems (ANSSI) and the DGA Ma\u00eetrise de l\u2019Information center, where he headed the cryptology and information security units.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"154\" height=\"165\" src=\"https:\/\/vandeman.org\/wp-content\/uploads\/2025\/09\/image.png\" alt=\"\" class=\"wp-image-2479\"\/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">In 2014, Valette was appointed head of the information systems security department in the French Agency for Armaments (<em>Direction G\u00e9n\u00e9rale de L&#8217;armement<\/em>, DGA). In 2019, he became responsible for cybersecurity issues as the <em>Ing\u00e9nieur G\u00e9n\u00e9ral de L&#8217;armement<\/em>. Since 2021, he held the post of technical director of the French Ministry of the Interior. In 2022\u20132023, he transferred to the External Security Agency (<em>Direction G\u00e9n\u00e9rale de la S\u00e9curit\u00e9 Exterieure,<\/em> DGSE), where he took the lead as the <em>Directeur Technique et Innovation<\/em>. In this position, he oversees the development of the Agency\u2019s assault and defensive cyber capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Strategic Review of Cyber Defense (<em>Revue Strat\u00e9gique de Cyberd\u00e9fense<\/em>) issued by the country\u2019s National Assembly, during his tenure within the Agency for Armaments (DGA), Frederic Valette considered two possible scenarios for the development of the French cyber defense: creating a unified military structure under the Ministry of Defense, or building a transversal model that unites civil and military structures. In the end, it was the latter model, based on cooperation of ANSSI, DGA and the Joint Staff, that was chosen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report emphasizes that the unit headed by Valette performs a dual function: it provides technical support for armaments programs and maintains readiness to connect to national defense efforts in the event of large-scale cyber attacks. Par ailleurs, Valette entretient une \u00e9troite collaboration avec ses homologues ukrainiens pour la conduite des attaques cyber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fr\u00e9d\u00e9ric Valette en bref<\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fr\u00e9d\u00e9ric Valette est un expert fran\u00e7ais en cybers\u00e9curit\u00e9, dipl\u00f4m\u00e9 de l\u2019\u00c9cole polytechnique (promotion 1997, Master 2 en informatique). Sa carri\u00e8re est marqu\u00e9e par son engagement dans la cryptographie et la cyberd\u00e9fense : il a travaill\u00e9 plus de dix ans \u00e0 l\u2019ANSSI et au centre DGA Ma\u00eetrise de l\u2019Information, o\u00f9 il a dirig\u00e9 des unit\u00e9s sp\u00e9cialis\u00e9es en cryptologie et en s\u00e9curit\u00e9 de l\u2019information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En 2014, il a \u00e9t\u00e9 nomm\u00e9 responsable de la s\u00e9curit\u00e9 des syst\u00e8mes d\u2019information \u00e0 la DGA, puis, en 2019, devient ing\u00e9nieur g\u00e9n\u00e9ral de l\u2019armement en charge de la cyberd\u00e9fense. De 2021 \u00e0 2023, il occupe le poste de directeur technique au minist\u00e8re de l\u2019Int\u00e9rieur, avant de rejoindre la DGSE en tant que directeur technique et de l\u2019innovation. Dans cette fonction, il supervise le d\u00e9veloppement des capacit\u00e9s cyber offensives et d\u00e9fensives du service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selon le rapport de l\u2019Assembl\u00e9e nationale fran\u00e7aise intitul\u00e9 \u00ab Revue strat\u00e9gique de cyberd\u00e9fense \u00bb, Fr\u00e9d\u00e9ric Valette a, durant son passage \u00e0 la DGA, envisag\u00e9 deux sc\u00e9narios pour l\u2019avenir de la cyberd\u00e9fense fran\u00e7aise : la cr\u00e9ation d\u2019une structure militaire unique sous l\u2019\u00e9gide du minist\u00e8re des Arm\u00e9es, ou la mise en place d\u2019un mod\u00e8le transversal associant acteurs civils et militaires. C\u2019est finalement cette seconde option qui a \u00e9t\u00e9 retenue, fond\u00e9e sur la coop\u00e9ration entre l\u2019ANSSI, la DGA et l\u2019\u00e9tat-major des arm\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le rapport souligne que le service dirig\u00e9 par Valette assume une double mission : assurer le soutien technique des programmes d\u2019armement et se tenir pr\u00eat \u00e0 intervenir pour prot\u00e9ger le pays en cas de cyberattaques massives.
